Functions
- Develop and implement the necessary monitoring and evaluation system applicable to all forestry sector development activities.
- Monitor & Evaluate the implementation status of on-going forestry sector programme through MFSC or through organization under it.
- Provide suggestions and feed back to respective organizations received from undertaking M&E of activities / programmes at regular intervals.
- Collect and analyze data related to annual programs / projects and submit reports to respective agencies (Prime Ministers Office, National Planning Commission, and Ministry of Finance) on regular basis.
- Conduct trimester, annual progress review and ministerial level problem solving committee meetings and prepare reports.
- Prepare draft report of policies related to monitoring and evaluation in coordination with MFSC Division and other relevant organization.

Existing Reporting System
Besides regular monitoring and evaluation of district programmes, M & E division regularly prepares progress reports as following:
a) Monthly Progress reports to :
Prime Minister Office (main tasks, steps taken to solve)
National Planning Commission (progress of priority projects)
Ministry of Finance (policies and programmes of budget speech)
b) Trimester and Annual progress review at the Ministry
c) Six monthly progress reports to Ministry of Finance
d) Annual Progress Report Publication
Recently, as a follow up to the M &E strategy 2059, M&E Division has prepared a MIS proposal and implementation of this proposal is in progress. This proposal aims to establish MIS data base at MFSC level including information on regular progress, output, impact, personnel involved and financial expenditure tracking system.

Monitoring and Evaluation Strategy-2059
Ministry of Forests and Soil Conservation prepared its M&E Strategy in 2059 B.S. This strategy provides a broader framework to improve monitoring the forestry sector programmes. This strategy has incorporated some of the existing M&E system, gaps in M&E system and future recommendations.
Briefly, M&E strategy has mentioned about:
Forestry sector policies
Programs mentioned in Master Plan for Forestry sector 1989.
Organizations / Units within MFSC and Departments/ Parastatals related to M&E
Existing M&E system
The gaps identified in M&E strategy are as follows:
Lack of information availability
Weak and inconsistent M&E system
Weak conceptual clarity about M&E
M&E Unit not established in all organizations under MFSC
Less priority/ importance given to M&E
Some of the strategic recommendations highlighted in M&E strategy are:
Identification of information/indicators related to activities /programmes/ Projects according to hierarchial level
Define and clarify the roles and linkages of different hierachial level
M&E System /MIS development in each organizations under MFSC
Establishment of M&E Unit in all organizations and provide training to staff about M&E
Make M&E as a regular activity by providing support such as required resources (personnel, money and equipments)
